Specific Plans define the zoning for large developments, allowing deviations from the more general Zoning Code to allow greater flexibility and creativity in design. Form-Based Codes focus on the interface of the public realm with private development to define the urban character of a parcel, a block, or a street. The land uses that occur within that urban character are secondary.
